I think creativity is more of a form of interesting and different imagination rather than skill, which is usually learnt. A person MAY be able to have thinking-out-of-the-box features; Da Vinci and Shakespeare were probably once those people. I don't actually remember Shakespeare being a little idiot when born and needed a brainy teacher to train him to become as famous and witty as he (still) is now.
You can always learn skill (after all I only developed writing talents when I was P4) but in my opinion, pure creativity is inborn.
